Index Simulator for Policymakers in the Arab Region – Kuwait

In the framework of a series of workshops on the use of the Index Simulator for Policymakers in the Arab Region (ISPAR) to address gender equality gaps, ESCWA is organizing a training workshop in Kuwait for a group of policymakers from the Supreme Council for Family Affairs and various ministries and bodies.

The workshop defines global indicators in economic and social areas, in particular basic indicators on gender equality. It also focuses on defining priority areas, and using ISPAR to improve the classification of Kuwait on global indicators. 

The fourth day of training includes sessions on international frameworks of gender equality. The training provides an overview of international human rights law and focuses, in particular, on the Convention on the Elimination of All Forms of Discrimination against Women, the Beijing Declaration and Platform for Action and the Sustainable Development Agenda.

Outcome document

In 2023, the United Nations Economic and Social Commission for Western Asia (UN-ESCWA) developed a comprehensive process to support countries in the Arab region to enhance their scores and rankings on global gender equality indices through the use of the "Indices Simulator Tool for Policymakers in the Arab Region" (ISPAR). This interactive and user-friendly tool allows users to identify national strengths and weaknesses in achieving gender equality and women's empowerment. It guides countries through several steps to improve their international ranks and scores and provides them with additional support in designing national policies to advance gender equality. 

As such, ESCWA provides technical support to seven Arab countries, including Iraq, Kuwait, Lebanon, Morocco, Oman, Syria, and Tunisia to address and respond to gender inequality gaps. The project consists of three phases:  

  • Phase I: introducing policymakers to the ISPAR tool to examine and analyze global indicators and consider the gender gaps identified by the tool. Based on the results, simulations and objective assessments of gender gaps are conducted to identify priority areas.
  • Phase II: providing technical support for the development of a policy brief consisting of short, medium, and long-term goals and targets to enhance ranks and scores.
  • Phase III (Voluntary): formulating evidence-based policies to promote gender equality and women’s empowerment.
