Social Assistance tools for the Ministry of Social Solidarity in Egypt

ESCWA Social Protection Team is working with the Ministry of Social Solidarity (MoSS) in Egypt on developing two major social assistance tools and providing guidance to MoSS staff and consultants on their use.

The tools are:

  • Country-Driven Social Protection Optimization Toolbox (CD-SPOT): It  enables the optimal adjustment of social assistance design parameters such as eligibility criteria, enrolment cut-off points and benefit levels to strengthen the pro-poor management of social assistance.
  • Automatic profiling of the Takaful and Karama Programme beneficiaries: It groups social assistance beneficiaries marked by distinct sets of vulnerabilities to improve the Programme’s targeting accuracy and ensure inclusiveness, as well as support the graduation of beneficiaries.

Outcome document

After the workshop, key management staff and technical experts of the Egyptian Ministry of Social Solidarity have been enabled to automatically conduct the following tasks:

  • Develop case management and support packages beyond cash support for five distinct TKP beneficiary clusters based on common vulnerabilities and implement these packages via local social workers (e.g. referrals procedures to social and graduation services etc.)
  • Based on HIES survey data, estimate the maximum poverty headcount reductions achievable by devising cash assistance programmes for specific social groups (families, elderly, disabled etc.)

Based on HIES survey data, given a defined poverty reduction value, identify efficiency (i.e. spending) gains via tweaking key social assistance design parameters (benefit levels, PMT cut-off points, PMT formula generation, etc.).
