National reports on the Convention for the Rights of Persons with Disabilities: second regional training

The League of Arab States, in cooperation with ESCWA and the Office of the High Commissioner for Human Rights (OHCHR), organized this workshop with the aim of guiding member States on the national monitoring and reporting mechanisms on the implementation of the United Nations Convention on the Rights of Persons with Disabilities (CRPD). The workshop follows a training held in October 2019 in Amman.

The present workshop includes senior officials and experts from member States that submit national reports on the implementation of the CRPD. Participants are discussing the importance of establishing a national mechanism for writing relevant reports on contractual treaties with the United Nations. 

ESCWA is presenting three tools that States can use to collect data about persons with disabilities, which facilitates the preparation of accurate and evidence-based reports:

  1. The Report of the Committee on the Rights of Persons with Disabilities (document A/66/55 issued by the United Nations General Assembly).
  2. The indicators for monitoring the implementation of the CRPD within the "Bridging the Gap" project. The project was developed by OHCHR in consultation with ESCWA and other United Nations agencies, civil society and academia, funded by the European Union.
  3. The ESCWA Disability Framework, which was developed in an attempt to bridge the gap between policies and statistics related to persons with disabilities, and to support the design of evidence-based policies.

Outcome document

The participants made the following recommendations (preliminary draft):

1- Informing the Social Affairs Sector at the League of Arab States of the dates for submitting the countries’ national reports on the implementation of the Convention on the Rights of Persons with Disabilities (CRPD), as well as adopting simplified reporting procedure.

2- Adopting a set of national indicators and statistical data that are in line with international standards, in accordance with the provisions of the articles of the CRPD, article 31 particularly, and the relevant goals within the 2030 Agenda.

3- Inviting Member States that have not established yet a standing national mechanism for writing reports and implementing the recommendations related to contractual treaties with the United Nations and the universal periodic review, to establish that mechanism.

4- Benefitting from the digitized system (of the database for tracking recommendations– National Recommendations Tracking Database) offered by the Office of the High Commissioner for Human Rights to the states that developed a standing national mechanism for writing reports and implementing recommendations.

5- Urging Arab countries to adopt the simplified reporting procedure while preparing their national reports on the CRPD.

6- Calling upon the General Secretariat of the League of Arab States in cooperation with ESCWA and other partners to:

  • disseminate the “ESCWA Disability Framework: 115 indicators to bridge the gap between policies and statistics”, as a technical mechanism for monitoring the implementation of the Convention and related goals in the 2030 Agenda, preparing reports, and providing the General Secretariat with observations thereon.
  • organize a training session for civil society organizations on writing shadow reports on the sidelines of the next workshop on writing national reports for the implementation of the CRPD.
