Background
The fragmentation of State institutions in Yemen remains one of the most pressing barriers to establishing peace and preventing conflict. Institutional collapse, a lack of governance, weak capacity and the absence of a vision for inclusive development can lead to renewed conflict. Sustainable recovery in Yemen will require not only a consensus-based vision but also stronger public institutions that can realize that vision.
Our approach
ESCWA and its partners are supporting Yemen in developing a nationally-owned vision for recovery and development, increasing public sector institutional readiness, and paving the way for sustainable development.
This project covers two areas of intervention:
- Establishing a technical dialogue platform on recovery and sustainable development. Yemeni experts and stakeholders will develop a consensus-based socioeconomic vision for recovery. Evidence-based research will be conducted to inform the process of identifying goals, priorities, and implementation strategies and policies.
- Building institutional capacity to translate vision outcomes into action through technical assistance and strengthened partnerships. Civil servants will be trained through institution-building programmes to achieve the vision’s goals.

Our activities
National consensus-based recovery vision
Dialogue on the vision for recovery will rely on initial consultations with key Yemeni experts to define thematic areas. The dialogue will be informed through continuous knowledge production. The vision will be validated through rounds of meetings with a wide range of Yemeni and international stakeholders.
Enhancing institutional readiness
ESCWA designed a dashboard to map-out planned capacity-building and technical assistance programmes and activities provided by international and regional stakeholders. The dashboard provides an overview of capacity-building and technical assistance efforts and their thematic concentration to enable development actors to better design institutional capacity-building programmes. Training workshops and study tours in Arab countries for public servants will be facilitated.
