Self-enumeration/response in population and housing census using the Internet with reference to Arab countries: Opportunities, challenges and good practices

The technical paper focuses on the development of smart applications for collecting census data with devices that use the Internet, such as laptops, tablets, and smart phones, and the communication and contact strategy and its importance in the success of this method, and the need to provide electronic means of data protection by encrypting it before sending it to the central database. The paper concludes with a series of recommendations, the most important of which is that the use of this method should be part of the census implementation methodology based on multiple sources of data, such as the use of administrative records, personal interviews and self-response using magnetic paper forms. It is hoped that this paper will contribute to assisting census officials in the Arab region to take relevant decisions regarding the use of the Internet in collecting census data.
