The rebuilding and revival of Lebanon: a policy paper with initiatives

The July-August 2006 war, launched by Israel, inflicted severe devastation on the human and physical resources of Lebanon and greatly undermined its socioeconomic development. The present paper strongly advocates that any viable nation requires a capable State. As such, it promulgates that the reconstruction, recovery and revival of Lebanon must be conducted through a transparent and participatory governance regime, under the leadership of the Lebanese Government.
Within this context, there is a strong need for modalities aimed at enhancing transparency, good governance and coordination between donors and beneficiaries. To that end, a number of initiatives are put forward in the present paper.
