Landscape and perspectives: national social protection and reforms country profile for Tunisia
November 2024
The present national social protection and reforms country profile takes stock of the social protection system in Tunisia and the design and implementation of its main programmes. It also aims to identify reform needs, estimate the implementation costs of reforms, and propose the necessary means to mobilize resources for the financing of social protection. On a global scale, Tunisia is a regional leader in social protection, particularly thanks to its well-developed legal framework and relatively high levels of coverage. Major reforms have been undertaken in recent years, notably the establisment of the Amen Social programme in 2019. However, the social protection system is facing considerable challenges, such as population ageing, which is exerting pressure on pension funds. Further reforms are therefore needed to meet these challenges and, more generally, to make the social protection system more efficient and sustainable.
