Open Government: Citizen engagement toolkit

The citizen engagement toolkit is a brief guide aimed at promoting engagement in and implementation of open government in the Arab region. Prepared as part of ESCWA open government initiative, the toolkit covers how to design, develop and implement citizen engagement programmes within the implementation of open government that contributes to better governance.
The toolkit is designed with three levels of engagement - participation, collaboration and full engagement; and it can be relied on by all institutions to upgrade their work programmes based on the pursued levels of public engagement. The content addresses developing an engagement policy, the technology features and channels for implementing an engagement policy, building capacities of government and public for a faster process, and engaging young people in government work.
