This guide, the result of collaborative efforts between the Economic and Social Commission for Western Asia (ESCWA) and the International Labour Organization (ILO), is a comprehensive resource designed to empower policymakers across the Arab region in their pursuit of crafting disability-inclusive employment policies in line with Article 27 of the Convention on the Rights of Persons with Disabilities. In this regard, persons with disabilities still face barriers and discrimination in the labour market resulting in higher unemployment and inactivity compared to persons without disabilities.

This guide, therefore, outlines a strategic approach to creating disability-inclusive policies, addressing the complex facets of disability-inclusive employment policy development. It underscores the significance of developing a targeted policy on the equal employment of persons with disabilities along with efforts to mainstream the rights of persons with disabilities in all aspects of labour law as well as in other policy areas, particularly education and social protection. The guide emphasizes the urgent need to reform national legislative and policy frameworks to align with international standards, and aims to support policymakers in spearheading this process by focusing on the development of a disability-inclusive employment policy which is a critical component in the process of making the labour market more inclusive of persons with disabilities.
