The results obtained by the mission suggest that the current way in which the Cash Transfer Programme is operating is limiting the benefits that a cash transfer program can provide in two ways.
- First, (status as of August 2023), household assessment and enrolment criteria need to be updated.
- Second, the information flow between key implementation stakeholders needs to be.
To cope with these challenges, ESCWA Social Protection Team proposed a four-pillar strategy, with detailed step-by-step recommendations:

- Determination of the assessment of needs and enrolment criteria
- Determination of benefit packages based on case management practices
