The present Social Development Bulletin examines the mutually reinforcing relationship between social protection and social justice. It promotes social protection as a transformative tool that can empower people, especially the poor, and enable them to become development actors rather than only service beneficiaries. It concludes with a set of recommendations on developing just and coherent social protection policies.
