Restrictions on trade in education and health services in the State of Palestine: reality and prospects for reform

Given the growing importance of the services trade in regional integration policies and their link to the global economy, the present report focuses on the opportunities and challenges that accompany services trade liberalization in the education and health sectors in the State of Palestine. The results of a questionnaires conducted with education and health service providers in the State of Palestine revealed the various restrictions on foreign trade, including on the four modes of supply for trade in services. This has negatively impacted the indicators of trade restriction in education and health services, exceeding 8 out of 10 in most of the sectors concerned.

The results of the ex-ante assessment of the two scenarios, namely the partial and gradual reduction of restrictions on the services trade in the education and health sectors in the State of Palestine, highlighted the importance of initiating a review of current legislation and laws regulating the trade in services to meet the requirements of the current stage, which necessitates benefiting from all available opportunities to diversify the sources of the Palestinian economy and develop its ability to absorb unemployment and alleviate poverty.
