National Strategy for Social Justice in Libya 2025–2027

Achieving peace, security, inclusion and social well-being in the Arab region requires adopting new models of development based on the values of social justice, rights, equity, democracy, freedom and human dignity. It is therefore necessary to mainstream the principles of social justice in national policies, plans and programmes to build a just and inclusive society, and to ensure their relevance to the priorities of Arab countries and the needs of their citizens, and their alignment with the Goals of the 2030 Agenda for Sustainable Development.

The National Strategy for Social Justice in Libya 2025––2027 aims to achieve social justice by improving the living conditions of vulnerable groups, and promoting inclusiveness and sustainability. It is based on the following six main pillars: protection and social care, health care, equitable education, climate change and food security, economic inclusion, and decentralization of services. To ensure effective implementation and achieve the desired goals, the strategy is based on the principle of effective partnership between all stakeholders, including ministries, government institutions, the private sector and civil society.
