Guidelines for mainstreaming gender equality in voluntary national reviews

This guide aims to support stakeholders in mainstreaming gender equality and women’s rights in Voluntary National Reviews (VNRs) on progress made in the implementation of agenda 2030 and the Sustainable Development Goals, by providing suggestions on how to mainstream gender concerns during the preparatory phase for VNRs, as well as during the discussion on progress made in implementing the SDGs and relevant means of implementation.
The guidelines were developed in partnership with the United Nations Entity for Gender Equality and the Empowerment of Women (UN-WOMEN) and the League of Arab States (LAS), to support members of the Sub-Committee on Gender Equality and Sustainable Development Goals, established by ESCWA in 2016, to support Arab countries in mainstreaming gender concerns in the implementation of the 2030 Agenda and the Sustainable Development Goals. They can also serve other stakeholders wishing to improve their working mechanisms and outputs, such as policies, legislation and services, to better promote gender equality. These stakeholders include decision makers, senior civil servants and employees of executive ministries, national statistical bureaus, members of parliaments, parliamentary committees, and civil society organizations.
