ESCWA's vision on the work modalities for producing, developing and implementing the Arab Information and Communication Technology Strategy (The Arab Digital Agenda)

This document presents “ESCWA's vision on the work modalities for producing, developing and implementing the Arab Information and Communication Technology Strategy (The Arab Digital Agenda)”. It proposes a new approach for joining efforts to launch a technical cooperation project by ESCWA’s Secretariat and the League of Arab States’ General Secretariat, Arab States members of the Arab working group on the Arab ICT strategy, representatives of the Arab ICT Ministers, with the participation and concerted efforts of relevant sister UN and Arab organizations. The project aims to develop an Arab framework, titled “The Arab Digital Agenda / Arab ICT Strategy” and its “Executive Action Plan”, guided by the previous work and all the valuable documents and studies that were presented or produced by a team of sister Arab and UN organizations from 2016 to 2020, which all feed into the envisaged document.
The framework, similarly to existing Europe, Africa and Latin America’s digital agendas, will constitute an Arab digital agenda supported by a comprehensive Arab strategy for ICT (or sectoral strategies as agreed upon during the project and according to countries’ priorities) accompanied by important projects and initiatives to activate this agenda and strategy / strategies. The document describes the different phases for implementation, including, partnerships, research coordination mechanisms, resource mobilization, proposed identity and initial structure of the intended strategy, and the required technical cooperation and inputs from participating Arab countries, partners and collaborating UN and Arab organizations.
