Empowering women in the Arab region – Advancing the care economy case study: Economic empowerment of women and caring for persons with disabilities in Oman

April 2024

Women in Oman are responsible for most of the care work provided to persons with disabilities. While such work is essential for the well-being and dignity of persons with disabilities, its impact is significant on the economic empowerment of women. This case study focuses on the care work provided to persons with disabilities in Oman, in particular to children with disabilities. It sheds light on the legal and legislative frameworks, the reality of caring for persons with disabilities and the impact on women's economic empowerment, as it aims to push for the realization of the aspirations of all.

The study showcases the pivotal role of the family, primarily the mother, in providing care for persons with disabilities and presents the institutional efforts made to share responsibilities. It also identifies a set of challenges faced by caregivers in the Omani society, related to the family, service provision and the society, in addition to the challenges associated with persons with disabilities themselves. The study concludes with a set of recommendations at the legislative, legal and service levels and for raising awareness and knowledge about the issues of persons with disabilities and their impact on women's economic empowerment. It also proposes ways to implement the recommendations.
