Digital development measurement and monitoring model
December 2024
The United Nations Economic and Social Commission for Western Asia (ESCWA) has developed the Digital Development Measurement and Monitoring Model under a programme for enhancing digital cooperation and digital development for Arab countries, launched by ESCWA in 2020. The first edition of the Digital Development Measurement and Monitoring Model is a key tool complementing the Arab Digital Agenda 2023–2033, the Arab Digital Development Report, and the cooperation and partnership framework to support the implementation of the Arab Digital Agenda. The Model analyses the current status of digital development in Arab countries, explores strengths and weaknesses in this area, and highlights regional gaps and priorities to identify short-, medium- and long-term goals to achieve the 35 goals of the Arab Digital Agenda.
The Model was developed in consultation and coordination with the Joint Technical Committee and the Core Research and Technical Cooperation Mechanism for the Arab Digital Agenda. The model is based on the five groups included in the ESCWA digital development framework, and relied on selected international and Arab indicators that were used in analysing the status and determining the base values, goals and objectives of the Arab Digital Agenda. The Model takes into account the characteristics and priorities of the Arab region in line with the Sustainable Development Goals.
