Challenges to the implementation of the Convention on the Rights of Persons with Disabilities in the Arab region
February 2023
The 2006 Convention on the Rights of Persons with Disabilities is one of the most important international human rights instruments. In the Arab region, despite the fact that all countries have signed the Convention and 21 countries have ratified it, many still have not made any significant progress in implementing the articles of the Convention and in translating them into practical measures that allow persons with disabilities to enjoy their rights and participate fully in society.
In this context, the United Nations Economic and Social Commission for Western Asia (ESCWA) prepared a policy brief on the challenges and obstacles to the implementation of the Convention on the Rights of Persons with Disabilities in the Arab region. It addresses the status of implementation of five main articles of the Convention, namely, Accessibility (art. 9); Living independently and being included in the community (art. 19); Education (art. 24); Work and employment (art. 27); and Statistics and data collection (art. 31).
