This publication highlights contemporary civic engagement and participatory development initiatives in Egypt, Libya, Tunisia and Yemen, which have seen radical shifts in political and social participation since the beginning of the uprisings. It reviews challenges and opportunities of civic engagement, showing that engaging all parts of the population in political and social development requires concerted efforts on the part of both Governments and civil society groups.
