Definition:

Quantities of fuel consumed by vessels transporting goods or people in domestic voyages (between ports of departure and destination in the same national territory without foreign intermediate ports of call).
Note: this may include journeys of considerable length between two ports in a country (e.g. San Francisco to Honolulu in the United States of America).
