ESCWA is mandated by the Economic and Social Council and the United Nations General Assembly to prepare the note of the Secretary-General on the economic and social repercussions of the Israeli occupation on the living conditions of the Palestinian people in the occupied Palestinian territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan.

The note is prepared annually in collaboration with the United Nations Country Team in Palestine and is presented to the Economic and Social Council management during its substantive sessions and to the Economic and Financial Committee (Second Committee) of the General Assembly.
