Any contractual relationship between any public and/or private party for the exploitation and management of natural resources.; A legally binding agreement between the Organization and a Vendor which provides for the performance of works or services for the Organization. For purposes of this Manual Section, the term "services" will include works and services, as well as goods associated with the supply of works and services.
