Quantitative analysis in social protection

ESCWA is organizing two simultaneous training workshops on quantitative analysis to support evidence-based policymaking in social protection for the staff at the National Aid Fund (NAF) in Jordan.

The first mandatory training workshop will train participants on how to use the Social Protection Program - Rapid Assessment Framework (SPP-RAF), which integrates high volumes of administrative data produced by social assistance programmes into a process that allows for the continuous updating and improvement of the effectiveness, targeting and coverage of these programmes. The analytical framework is comprised of four stages: profiling of beneficiaries, targeting, coverage evaluation and beneficiary evaluation. Technical experts are trained to deliver systematic ongoing quantitative analysis of the programme’s database and make data-driven policy recommendations about beneficiary databases, targeting and programme evaluation. They are also trained to produce evidence that can be provided to decision makers to improve the efficiency and effectiveness of social assistance programmes. 

The second training of trainers (TOT) workshop will allow participants to examine SPP-RAF in-depth. After attending the TOT, participants will be able to train other NAF employees.

IntThe "Introduction to Data Analysis in Support of Evidence-Based Decisions" training is devised for technical experts in charge of social assistance beneficiary and applicant databases (i.e., social registries), targeting and programme evaluation. The workshop aims to build the capacity of the trainees to understand and conduct systematic ongoing quantitative analysis of the programme’s database. The capacity of the trainees will substantially enrich NAF management’s evidence-base for policy decisions. This will allow them to arrive at data-driven policy recommendations that improve efficiency and effectiveness of social protection programmes.

The “Training of Trainers on Data Analysis in Support of Evidence-Based Decision Making” (ToT) is designed for technical experts who already attended the "Introductory SPP-RAF workshop", which was conducted in July 2021. The ToT  provided the participants with an in-depth opportunity to explore the software in more details, practice additional exercises and master the application of SPP-RAF. The ToT aimed to make them able to deliver similar SPP-RAF trainings to other NAF employees.

During the week from the 21-25 of November, a training of trainer was developed for 11 members of the staff from NAF. The objective of the training was to develop teaching and conceptual skills that allow these officers from NAF to teach basic concepts of R and the rapid assessment methodological framework that ESCWA has designed to support the decision makers on the status of social protection programmes. For To satisfy this purpose, the training took place during five full days.

1st day: the training focused on the creation of an environment suitable for the students to learn how to program in R. During this day, the trainees faced several discussions in which they evaluate different strategies to prepare the materials for the class as well as speed up distribution of materials and installation of programmes to speed up the teaching process in the next days.

2nd day: the trainees reviewed the usage of databases and how to design pedagogical exercises that step by step build the basic blocks for the students to grasp the teaching material.

3rd day: the participants practiced the generation of graphs and tables. In this session the trainees were exposed to basic graphs but also explored how to find useful information on the internet to complement their trainings and to answer any questions that the students can have.

4th day: the trainees practiced general structuring of the codes, the creation, and automatization of reports, and the identification of the key points that they need to teach in order to facilitate the learning process of the students.

5th day: the trainees explored conceptual elements of the statistical tools used to analyse the social protection programmes. For this purpose, the trainees prepared the teaching material and exposed it to their fellows in order to practice as well as to identify conceptual mistakes which were improved during the exercise. Due to this approach the training structure allowed trainees to practice the teaching material that they will need to reproduce as well as to review pedagogical techniques to improve their teaching skills.
