Strengthening capacities, mindsets, and competencies of public institutions to build the next generation of public servants in the Arab region

The capacity development webinar aims to raise awareness of methodologies and approaches for strengthening effective governance and public institutions in the Arab region. Schools that offer public administration programmes and degrees are the main actors in training future civil servants. By developing the schools' capacity, the quality and effectiveness of public policy management, implementation and evaluation will be improved, leading to more effective governance

The 2030 Agenda for Sustainable Development recognizes the need to build peaceful, just and inclusive societies that are based on respect for human rights, effective rule of law and good governance at all levels and the need for transparent, effective and accountable institutions. ESCWA and United Nations Department of Economic and Social Affairs, in collaboration with the Arab Administrative Development Organization, is organizing a capacity development webinar to launch a curriculum on governance for the Sustainable Development Goals in the Arab region. The curriculum translates the principles of effective governance into practice through capacity developing training material on governance and public institutions.

The webinar aims to generate interest in mainstreaming this curriculum in schools teaching public administration, while adapting it to the specificities of the different countries of the Arab region.

Outcome document

Put the 11 Principles of Effective Governance into practice through capacity development training material on governance and public institutions.

The objective is to enhance the quality and effectiveness of public policy and service delivery design, implementation, and evaluation through in-service training and education of all those engaged in public service. 

Promote critical understanding of sustainable development issues, enhance governance capacity, and strengthen public servants' awareness of their active role in contributing to the achievement of the SDGs.

Roll out a set of Training of Trainers Capacity Development Toolkits, which contain ready-to-use and customizable training material on key governance dimensions needed to advance the implementation of the SDGs. It will be adapted and tailored to the specific contexts and needs of the countries of the Arab region, in particular in the context of crisis, conflict, and fragile institutional settings.

Provide methodologies and approaches to advance knowledge and assist governments in developing capacities at the individual, organizational, and institutional/societal levels to drive the transformational change to implement the 2030 Agenda.

The Training of Trainers Capacity Development Toolkits are structured around modules that include readings, self-assessment situation analysis, application of theories to concrete issues and challenges, priority setting exercises, through case studies, action planning, and other activities that can assist countries in advancing governance transformation for sustainable development.

Raised awareness of the importance of methodologies and approaches to strengthen effective governance and public institutions in the Arab region. Strengthening the capacity of schools of public administration who are the main actors in the training and who can build the capacity of civil servants for undertaking tasks of policy formulation and implementation is essential to improve the quality and effectiveness of public policy management, implementation, and evaluation in countries across the regionز

The Curriculum, which is a holistic and integrated framework, translates the 11 Principles of Effective Governance into practice through capacity development training material on governance and public institutions. It aims to promote critical understanding of sustainable development issues, enhance governance capacity, and strengthen public servants' awareness of their active role in contributing to the achievement of the SDGs. The Curriculum is a comprehensive set of Training of Trainers Capacity Development Toolkits, which contain ready-to-use and customizable training material on key governance dimensions needed to advance the implementation of the SDGs. The Curriculum provides methodologies and approaches to advance knowledge and assist governments in developing capacities at the individual, organizational, and institutional levels to drive the transformational change to implement the 2030 Agenda. This curriculum will be developed further, adapted and tailored to the specific contexts and needs of the countries of the Arab region, in particular in the context of crisis, conflict, and fragile institutional settings.

Participants from the participating Arab countries were afforded the opportunity to comment, ask questions and focus on the specific elements from the curriculum which fit their needs. Panelists addressed the questions and provided answers and further explanations to queries made by the participants from the Arab countriesز

Summary of the key elements of the discussions, and way forward. It was noted that the curriculum will be developed further, adapted and tailored to the specific contexts and needs of the countries of the Arab region, in particular in the context of crisis, conflict, and fragile institutional settings. Participating countries to consult internally and express to ESCWA their specific needs and preferences in terms of capacity building training on specific toolkits. In the next phase, ESCWA will develop and adapt the curriculum to the Arab region specific needs and launch the capacity-building training program.
